STANDARD SETTING ACTIVITIES

Since 1957, the AABB has been a leader in the development of standards for voluntary compliance in blood bank blood component collection, processing and transfusion. Standards for Blood Banks and Transfusion Services are developed by experts in blood banking and transfusion medicine. Standards are based on good medical practice and, when available, scientific data, principles associated with good manufacturing practices and quality assurance which are consistent with FDA regulations. These standards, along with the requirements specified in the Accreditation Information Manual have provided the basis for the AABB Accreditation Program.

In 1991, the AABB published its first Standards for Hematopoietic Progenitor Cells which covers the collection, processing and transplantation of marrow, peripheral blood and umbilical cord blood progenitor cells. In 1982, the AABB developed standards for parentage testing which guides laboratories that perform DNA testing to identify and confirm paternity.

The AABB is developing Model Standards for Blood Banking that incorporate blood banking terminology and are compatible with the universally accepted ISO (International Organization for Standardization) 9000 standards. The Model Standards contain both Core Standards, which are generic requirements that can be universally applied, and Regional Standards, which are specific requirements that are based on the sophistication of blood banking and transfusion medicine for a particular geographic region or county. The AABB is hopeful that these Model Standards will be a template that can be used as the foundation for an assessment program in any region of the world.

ACCREDITATION

The AABB Accreditation Program strives to improve the quality and safety of collecting, processing, testing, distributing and administering blood and blood products. The Accreditation Program assesses the quality and operational systems in place within the facility. The basis for assessment includes compliance with Standards, Code of Federal Regulations and federal guidance documents. This independent assessment of a facility’s operations helps the facility to prepare for other inspections and serves as a valuable tool to improve both compliance and operations. Accreditation is granted for collection, processing, testing, distribution, and administration of blood and blood components; hematopoietic progenitor cell activities; cord blood activities; perioperative activities; parentage testing activities; immunohematology reference laboratories and SBB schools. The list of AABB Accredited Blood Banks and Transfusion Services (PDF) specifies those blood banks and transfusion services, in the US and throughout the world, which have attained AABB accreditation. (This list is updated periodically). These facilities--- numbering over 2000---are responsible for collecting virtually all of the US blood supply and transfusing more than 80 percent.

The Parentage Testing Accreditation Program is based on standards for the performance of tests for parentage and provides for the assessment and accreditation of laboratories performing parentage testing. A list of AABB Accredited Parentage Testing Laboratories (PDF) specifies those laboratories in the US that have attained AABB accreditation in parentage testing. The American Association of Blood Banks collects annual statistics from parentage testing laboratories in the United States and abroad. The Parentage Testing Standards Program Unit is proud to present the most current data obtained from the Parentage Testing Annual Report Form. The 2001 Annual Report Summary (PDF) presents information regarding case volumes, trends and changes in technologies, and mutation rates for RFLP and PCR methods.

The list of AABB Accredited Cord Blood (CB) Services specifies those cord blood banks, in the US and throughout the world, which have attained AABB accreditation (this list is updated periodically). These facilities are responsible for collecting, processing and storing umbilical cord blood stem cells that can be used for transplantation. A list of AABB Accredited Immunohematology Reference Laboratories (PDF) specifies those laboratories in the US that have attained AABB accreditation for advanced serology testing and reference lab services.

Proficiency Testing Programs are conducted with the College of American Pathologists (CAP) for laboratories involved in testing donor blood and diagnostic clinical patient samples for serologic markers of hepatitis and other transfusion related diseases, as well as for parentage testing.
